What is confirmed
- The dates. Basant 2027 runs 12–14 March in Lahore, marked by Chief Minister Maryam Nawaz Sharif — roughly five weeks later in the year than Basant 2026 (6–8 February).
- The rules. A stricter rooftop-safety framework was announced in May 2026, with 30 December 2026 fixed as the deadline for implementation across Punjab.
- The law. The Punjab Regulation of Kite Flying Ordinance 2025 still governs everything: registered sellers and manufacturers, QR-traceable stock, legal size limits, cotton string only, flyers 18 and over.
What is still pending
Manufacturing and sale permits. As of late August 2026 none had been issued for the 2027 season, and the District Kite Flying Association has publicly asked for production permits from September 2026 — arguing that 2026's short manufacturing window is what caused that season's shortages of kites and string.
Until permits are issued, no seller can lawfully deliver kite-flying material — whatever their banner says. That includes us: pre-bookings now, delivery only once sale is permitted.
Why the festival came back — and what 2026 cost
Basant was banned for nearly two decades after years of deaths from sharpened and metallic string. It returned for 2026 under the new Ordinance, and Lahore flew legally from 6 to 8 February for the first time in a generation.
The revival was not clean. The Punjab government reported seventeen deaths to the Lahore High Court — most from rooftop falls, others from electrocution and falls from trees — and the court has kept the festival under scrutiny since. The 2027 rules answer that directly: almost every new requirement targets the rooftop, not the kite.
The 2027 rules, in plain language
- Rooftops. Structurally sound roofs only, with boundary walls of at least 3.5 feet. Crowds stay within safe load capacity.
- Conduct. No running, jumping, hanging over edges or aggressive kite-snatching. No DJs, loudspeakers or noise that disturbs neighbours — conduct violations fall under the Pakistan Penal Code.
- Children. Continuous adult supervision; never near roof edges without an adult. Flying itself stays 18+.
- Safety. A first aid kit on every premises hosting kite flying; Rescue 1122 for emergencies.
- Liability. Building owners and event organisers are individually and jointly responsible for violations and accidents.
- Kites & string. QR-stickered kites within legal size limits; thread-based cotton string only. Metallic, nylon and coated string carry three to five years' imprisonment and fines up to Rs. 2 million.
- Deadline. The framework must be implemented across Punjab by 30 December 2026 — before the season, not during it.
Buying for Basant 2027
2026's lesson was supply, not price: the compressed manufacturing window meant kites and the famous string names ran out across the city, and what remained rose steeply in the final week. With dates now five weeks later in March, the same crunch is predictable.
We are taking pre-bookings now rather than selling: reserve free and cancel with a message, or lock today's price with a 50% deposit that is refunded in full if the festival moves or is cancelled. Booking early costs you nothing either way.
Questions
When is Basant 2027?
12 to 14 March 2027 in Lahore. The dates were marked by the Punjab Chief Minister, moving the festival later than Basant 2026, which ran 6 to 8 February. What is not yet settled is the commercial side: manufacturing and sale permits for kite-flying material had not been issued as of late August 2026.
Can I buy kites for Basant 2027 right now?
Not from anyone, legally — sale permits have not been issued, and kite-flying material can only be sold in the permitted window. What you can do now is reserve: we take free pre-bookings, or a 50% deposit that locks today's price, and deliver once the government permits sale.
Is kite flying legal in Punjab now?
Only during the permitted festival window and under the conditions of the Punjab Regulation of Kite Flying Ordinance 2025. Outside that window kite flying remains prohibited in Lahore, and police enforcement continues between festivals.
Is kite flying legal in Karachi?
No. Sindh's province-wide ban on kite flying, manufacture and sale remains in force, and Karachi has separately banned the manufacture, sale and use of kite string. Nothing in the Punjab Ordinance applies to Sindh. We do not deliver kite-flying material into Sindh.
What string is allowed for Basant 2027?
Thread-based cotton string only. Metallic wire, nylon and glass- or chemical-coated string are banned outright, with three to five years' imprisonment and fines up to Rs. 2 million on the table. These are the strings behind the deaths that caused the original ban.
What are the new rooftop rules for 2027?
Kite flying only on structurally sound rooftops with boundary walls of at least 3.5 feet; no running, jumping, hanging over edges or aggressive kite-snatching; rooftop crowds within safe load capacity; children supervised continuously and kept from edges; a first aid kit on the premises; no DJs or high-decibel sound systems. Building owners and organisers are jointly liable, and the rules take effect by 30 December 2026.
Can children fly kites at Basant?
No. The Ordinance bars under-18s from flying kites. Children may be present under continuous adult supervision, and the 2027 rules specifically bar them from roof edges without an adult.
